"Mike Balderas: The FBI's ERN system originally began as a request for a simple e-mail list server. We compiled and converted the user list [from] several different data sources the FBI provided. We quickly found that the majority of the contact information on record was outdated. This led to the deployment of another system, in which we forced the users to authenticate and required them to update their contact information. By attrition, the data stores became irrelevant."
